CHALLENGE
HS2 have acquired a number of large development plots in Birmingham’s Eastside, for the construction of the new station and and railway lines. Savills are instructed to act on behalf of the owners of three neighboring sites in negotiating compensation for the land taken. All three sites were acquired between March and September in 2018, and all had previously benefitted from planning permission for large scale mixed-use development. Savills London CPO team, and Birmingham planning and development/valuation teams were all instructed to assess the value and planning potential of the property, and submit and negotiate a compensation claim on the behalf of each client.  
SOLUTION
For each site, planning policy compliant development schemes were designed in the ‘no-scheme world’ and applications for Certificates of Appropriate Alternative Development submitted to the Council. Compmensation claims based on the schemes detailed within the CAADs were submitted to HS2 and early stage discussions have been held between Savills CPO team and HS2s agents. All three sites have been referred to Tribunal on the matter of the CAADs.    
RESULTS
The compensation claim has been submitted and Savills are in communication with HS2s agents, in negotiating any aspects of the claim which are not affected by the CAADs. Specialists are being instructed to give evidence in Tribunal on behalf of the clients, on matters of the CAAD  Through instructing Savills the client has recieved collaborative advice from the London based CPO team who have a breadth of experience with both HS2 and across the country, as well as the local Birmingham office who can provide tailored development, valuation and planning advice based on extensive local knowledge.
