A look back at 2024…

Wisley New Settlement, Guildford

Following a long standing Local Plan promotion in Guildford Borough, Savills secured the Green Belt release/ site allocation for 2,000 homes at Wisley. Key challenges included transport, SPAs, and DCO approval for M25/A3 upgrades. A Planning Appeal was won in 2024 for c.1,730 dwellings after extensive stakeholder consultations and a 32-day Inquiry.

Unit 1, 6 Farnham Trading Estate, Farnham

Secured planning permission for a change of use to include provision for an indoor leisure use. The new leisure use will include pickleball and padel tennis courts and other amenities.

Finberry Local Centre, Ashford

Planning secured for the provision of a new local centre to serve a new community. This scheme will deliver a critical piece of community infrastructure as part of an award-winning residential scheme. It required some very in-depth work relating to nutrient neutrality in order to facilitate delivery.

Coldean Lane, Brighton

Initially allocated in the City Plan Pt1 as an urban fringe site for up to 120 dwellings, this site had potential to deliver a far greater quantum. Following design review and extensive negotiations, the proposals were refined from a 120 dwelling scheme to 242 affordable homes.

Community Infrastructure Levy

Acted for a number of private clients to calculate the CIL liability on a range of mostly residential-led schemes, typically larger single dwellings or small infill developments. The instructions include applications for self-build relief, or calculations which have regard to existing lawfully occupied floorspace.

Nash Road, Ramsgate

Managed a Reserved Matters application involving the delivery of 250 dwellings, part of the Margate Southern Link Road, and reduced affordable housing per S106. Savills coordinated stakeholder engagement, addressed design and infrastructure concerns, and mediated between the Client and the council. The project gained committee approval in February 2024, with ongoing planning support.

Young Epilepsy, Lingfield

Secured planning permission for a sustainable residential care community in the Green Belt. The project delivered social value by securing specialist education services and 580 jobs, environmental value through sustainable land use and biodiversity initiatives, and commercial value, creating a high-quality residential care community that supports YE’s long-term financial sustainability.

Virginia Water, Runnymede

Aquisition and planning support for a 67-unit residential site, addressing layout and biodiversity concerns raised by stakeholders. Collaborative engagement with the case officer and Surrey Wildlife Trust led to approved design revisions. Planning consent was granted in March 2024.

Sunbury, Surrey

Permission granted for a hybrid planning application comprising 164 extra care dwellings and a 60 bedroom care home. The application, in the Green Belt, was refused in 2023. Savills coordinated the subsequent Appeal process. Substantial weight was provided to the need for specialist accommodation and moderated impact on the Green Belt in the location.

Saxonworks, Hove

Submitted an appeal to manage the planning consultancy for a mixed-use redevelopment in West Hove, which faced initial rejection due to design concerns. In July 2024, the Planning Inspectorate approved the appeal, affirming its sustainable development benefits and lack of adverse impacts.

Moulsecoomb, Brighton

Advisory on the redevelopment of council-owned brownfield land, proposing 220 affordable dwellings, a community building, and a 3G pitch, whilst retaining key assets. As part of this, Savills submitted an EIA screening request, managed the planning performance agreement and submitted the full planning application. Planning permission was granted in June 2023.

Deepcut, Surrey Heath

Submitted three Reserved Matters Applications for over 200 residential units at Mindenhurst, a newly established neighbourhood in the village of Deepcut. Two of these applications have successfully received planning permission.
