Wellesley, Aldershot

Housing Sector Planning

Wellesley is the redevelopment of a significant part of Aldershot Garrison, the historic home of the British Army and one of the largest regeneration projects in the South East. On behalf of Grainger Plc, Savills Planning secured planning consent in March 2014 for the construction of 3,850 dwellings, a local centre, new schools, sports pitches, a small business park, recycling centre and a 110ha Suitable Alternative Natural Greenspace. The hybrid application also included the detailed consent for the first phase of the development which consisted of 291 dwellings and enabling infrastructure.

The Savills Team have played a major role in the success of the Wellesley development. We have a great partnership with the local authority and this has been hugely assisted by Savills and their professional and practical approach to the planning process.

During the determination process of the ‘hybrid’ application, Savills actively engaged with Rushmoor Borough Council, Hampshire County Council and statutory consultees. This included a regular attendance at the Planning Steering Group and the signing of a Planning Performance Agreement.

The success of this partnership was demonstrated in the relatively few objections received on what is one of the largest regeneration projects in the South East.

Savills has subsequently been instructed to take on the implementation role for the detailed phases of development, including reserved matters applications, approval of conditions details and listed building consents. This included the coordination and submission of a reserved matters application and listed building consent for residential and mixed-use commercial and community uses at Cambridge Military Hospital, approved in 2016, and detailed consents for four additional phases for Grainger Plc and Bellway Homes. Most recently in 2021, Savills submitted a reserved matters application for Taylor Wimpey for 430 homes. Over 700 homes are now occupied across the Wellesley development.
